What is the preferred Europe Rail way service? Eurail, Rail Europe, or Rail Pass Europe?
The three you name are just different names for the same pass or different organizations selling the same pass.
So compare prices and conditions but I guess that the only differences you will find are that some places update the prices more often when the dollar is going down against the Euro again.
When you are in Europe you will notice non of the names you mention on any train.
The trains are run by the national railway organizations and sometimes local or international companies that run just a few lines, (like the Eurostar or the Thalys.)
It does not make any difference where you booked your pass.
What does make a difference is for how much train time you pay and how much you will use.
A rail pass is not automatically the cheapest way to travel, specially not if you travel only a little.
If you plan to be on the train less than every second day, want to use high speed trains a lot and are willing to book ahead you might be much cheaper of booking individual tickets.
This site, made for people from the UK can help you with checking prices and finding the best options:

Just be careful, InterRail is not available unless you are a resident of Europe.
